you are really pretty though,
since your so young you dont wanna damage your skin too bad, so maybe some powder, NOT alot. if you wear eyeliner dont put it on the insides of your eyelid, or from one side of the eye to the other it makes your eyes look smaller. a little light pink blush i think would look really cute! and some brown mascara, DONT GET BLACK! lol. hope i helped.Make-up tips anybody?
If i was you, i wouldnt wear anything on ur skin cos it looks very clear alredy and it will damage ur skin. If you want to wear something on ur skin, i would suggest a tinted moisturiser.
For your eyes, just use a little bit of eyeliner (if you use to much, it just looks really bad) and get some good mascara and an eyelash curler. If you are going out, use some sparkly eyeliner on the top of your eye. =P btw, ur reli pretty x

butt..since your only 13,you have young skin
..so try something more natural(at least you won't have people saying oh you shouldn't wear makeup you have beautiful skin,if it looks natural)
use a loose powder- like bare minerals,i light bit of mascara and a clear lipgloss,then work your way up,when you get more used to make up and add some eyeliner and blush maybe? etc.. :)

im 13 too and all i wear is mascara and eyeliner. maybe a bit of mineral makeup but thats it. if you wear eyeshadow and crap like that youre gonna look like a freekin prostitute lol. wait until youre older for that
