Ok, My friend is 13 almost 14. She asked me about what kind of make up she should wear and the order to put it on (routine). I have no idea what a 14 year old should be wearing! (i am 12)
This is what she looks like:
Very dark brown hair, Green eyes with a brown ring around the pupil, kinda pale, alot of freckles, and plenty of blemishes on her for head and cheeks.
She told me she washes her face every night and morning.

You need to know your skin type (normal, oily, dry, combination). You should get the products best for you skin type. I suggest Olay Clarity line, you should use that cleanser and toner, then get just a regular olay moisturizer w/ spf15. I think Covergirl and Maybelline are the best lines for a girl your age, they have some good products and they are affordable, Wet N Wild has great lip glosses, and NYC has some really nice eyeshadows. Since your so young I think you should just use a eyeliner, mascara, and some lip gloss. A sweep of eyeshadow is cute to, I think you should get cool blues, and fresh pink colors, nothing too heavy. haha i'm 13 almost 14 too!
i wear make up sometimes too, so i have this whole pile of make-up stuffs.
but usually, first i wash my face before doing anything
then i put powder (foundation thing), it helps cover blemishes well! i use this powder from The Face Shop.
the i put a leeeeetle (little) bit of blush. i smile wide, then powder some blush on the apples of my cheeks. (the stuff that stick out when you smile). from Christian Dior.
then i do eyeliner. (i don't put mascara, cos i think its so bothersome the way it smudges somtimes then you have to re-put it. eyeliner is simple, but for our age, we should just put on our above our eye. not below, it not you'll overdo.
from Christian Dior as well.
then a little eye shadow. for green eyes, try something brownish. and mine's form Christian Dior too!

Well, the first thing is to definitely keep it natural. I use to wear tons of makeup and eyeliner, and it took me forever to get ready in the morning, and after a while it gets old, but then you start to think that you look ugly without makeup, so it's hard to stop wearing makeup after you start, so natural is definitely the way to go.
I'm 14 and I just wear concealer when I have blemishes and under eye circles (which is rarely), mascara, and blush or bronzer (not together), depending on the season, or my mood or whatever.
I think as long as you or your friend keep it simple, it will look good.
Since you are young, dont wear too much foundation..a littles ok but you really shouldnt notice it too much
For make-up (eyes colors) go with tans and browns, very nice, clean, classy look! Always looks good!
first, wash your face.
then put on a moisturizer, sunblock, etc.
then, put on a primer, to set the foundation and so it will apply evenly, you can get one from DHC called velvet skin, or Sephora (i'm sure you've heard of it, just the best makeup store ever! ^__^) other brands have some too.
then, put on the concealer, if any is needed.
Physicians Formula Mineral Wear line is AMAZING! Their foundation and concealer is actually GOOD for the skin, and won't clog pores.
Find the one that fits her skin.
You can find it at any drugstore, pretty much.
Then, apply their powder foundation.
Usually, I use this powder after foundation that is also from Physician's formula that brightens my face, they have many different colors for different skin types, bronzers, green ones to block out redness, etc.
Then, in any order, do eye makeup, I usually do eyeliner, then eye shadow, then mascara, and then blush if i feel like it that day.
next, makeup tips.
for eye makeup:
use shimmery golds, light browns, dark browns, mauves, dark purples, greys, bronzes, or mossy greens, they would bring out her eyes.

you could use M*A*C* pigments, they are in many funky colors that you could use to change your look.
just go to Sephora.com, and look in the M*A*C section, under brands.
bourjois cosmetics is a great brand, they have unique colors, and amazing mascara, ESPECIALLY their volume glamour mascara.

how to do it:
First, use a primer for the eyes, and face, coverup, etc, and then maybe a light shimmery bronzing powder in a pinkish shade for that summery glow, like this:

then line your top lid and bottom lid with a pencil eyeliner in black, and smudge just a bit, or use a powder eyeliner.
Then, use some shimmery gold cream eyeshadow just above the line you made on the top lid, with something like this, in ';Thebes';:

and line your bottom lids also, with gold, going with more as you reach the outer edges of your eyes.
Then, use a very very black volumizing mascara, or false lashes, your pic.

and finish off with a VERY VERY shiny pretty, light pink gold sheer glossy lip, like in this example, in ';sweet dreams';:

NARS lip gloss has SO many color choices, choose from the sheer, pink, gold, and neutral colors, nothing too shocking. ';Sweet dreams'; (just mentioned it above) is my favorite color, it is very pretty since it is pink, yet still has a gold sparkle.
of course, all my examples are just that, can be replaced by anything similar.
Eye liner and mascara.
